The best way is to contact a language school in the place you want to go and then the language schools can arrange for hotels, if not stay with a Costa Rican family. I would recommend both, but the truth that there are others just as good. IPC has schools in Monteverde (cloud forest and the best circuits cover) and Playa Flamingo (do not know about sailing there). Costa Rican Language Academy in San Jose has a wonderful travel service that can get cheaper than hotels and tours than you can on your own. Your Spanish classes are 4 days a week to have enough time for sight seeing too.
One of the best surf schools in Samara beach and the city also has a language school but I have not personally visited (such as schools have above).
Sunday has some of the best surf in the world. There are plenty of beaches and the waves are fantastic. Located in the south, on the Pacific side. Poas Volcano is located on the outskirts of San Jose, and is absolutely beautiful. I resumed the Monteverde Cloud Forest, near a large canopy tour. The company we went with Selvatura name. It was one of the most incredible experiences of my life. In San Jose, we stayed at Hotel Aranjuez, which was so beautiful. He was one of the nicest hotels I've been. The Cloud Forest is also great hiking.
So Spanish courses can be found everywhere I'm sure you'll find a wide range of suggestions online. By recommend going to Arenal volcano to see lava flows, incredible rock and roll down the mountain at night and you can enjoy natural hot springs nearby. For canopy tour is the most famous in Monteverde. I recommend you go to surf anywhere on the Pacific side of the country. Places Jacó and Manuel Antonio are decent for learning. I would definitely recommend to get to Manuel Antonio, while in Costa Rica is a beautiful forest and beach.
